Hanoi has launched a citywide initiative to improve environmental hygiene and the appearance of urban areas, (1) _______.

During a hybrid conference on July 14, Tran Sy Thanh, Chairman of the Hanoi People's Committee, encouraged all districts and local agencies to participate in the "Bright - Green - Clean - Beautiful" campaign, (2) _______. From August 1 to September 5, the city will pilot the use of advanced sanitation tools, such as vacuum trucks, high-pressure road washers, and mobile waste collectors, to replace manual cleaning methods.

1. Hanoi has launched two-wheel electric vehicles in the area surrounding the Hanoi Opera House, marking the first time these vehicles have been integrated into the city's urban transport system. Starting in December, around 10–15 vehicles were made available for residents to test for free. To use the service, users need to download the mobile app, register an account, add credit, and scan a QR code to unlock the vehicle. The operator will announce the service fees in the future.

2. In the beginning phase, the service operator, Tri Nam Group (TNG), will deploy 500 vehicles at 130 approved stations within Ring Road 1. The company plans to expand the service to Ring Roads 2 and 3 in the future. These electric vehicles are compact, can carry up to 130 kg, and have a top speed of 25 km/h. With a fully charged battery, the vehicles can travel up to 90 km. If the battery runs out, users can continue using the vehicle like a regular bicycle.

3. Most users replace the battery about once a week for typical urban travel. Early users have reported that the vehicles are lightweight, quiet, and comfortable, making them especially suitable for women and older users due to the minimal physical effort required. Some users suggested adding electric turn signals for greater convenience.

4. TNG plans to set up virtual stations at public venues such as restaurants and cafés to offer more flexibility to users. TNG's chairman, Do Ba Quan, revealed that the company aims to deploy more than 5,000 vehicles by the first quarter of 2026 across the city. Experts believe this service will enhance the city's transportation network and contribute to reducing congestion and pollution.

1. Quang Ninh has always regarded supporting and caring for disabled children as a key long-term goal. The province works to create learning opportunities and job guidance for these children. Many programs, from public schools to private assistance centers, help disabled children study, build life skills, and discover suitable careers.

2. A notable example is the Huong Duong Center for Supporting the Development of Inclusive Education in Mao Khe Ward, founded in 2019. The center provides special education, early intervention, and therapy for children with disabilities. [I] One unique feature is its "Huong Duong Vegetarian Kitchen," also known as the "Kitchen of Love." In this kitchen, two deaf students perform tasks like picking vegetables, cutting mushrooms, and preparing food. Though they can't hear instructions or ask for help, they learn through touch and patient guidance. With each small achievement, their confidence gradually grows.

3. In addition to the Huong Duong Center, the Thanh An Social Work Center in Ha Long Ward also provides support for disabled children. This private center offers training in hair care, skin care, and health services to children with hearing impairments. Currently, it assists approximately 30 children aged 14-18, helping them build confidence and prepare for future employment. [II]

4. Programs such as those at Huong Duong and Thanh An align with the objectives of Plan 168/KH-UBND, established by the Provincial People's Committee. [III] Running from 2021 to 2030, the plan seeks to ensure full participation of people with disabilities, including children, in social activities, education, healthcare, and employment. It emphasizes investment in education, facility expansion, teacher training, and the encouragement of private educational institutions for disabled children.

5. Quang Ninh has placed significant focus on vocational training and job creation for people with disabilities. The province supports vocational training centers, businesses, and organizations in providing relevant programs. [IV] The province is committed to understanding the specific needs of disabled individuals and offering appropriate support, including models that encourage participation in cooperative work and entrepreneurship.
